In accordance with the spirit of the provincial and municipal title reform documents and the criteria of the Evaluation Conditions for the Job Qualifications of Home Industry Engineers in Anji County (for Trial Implementation), we hereby notify the following matters concerning the evaluation of the job qualifications of home industry engineers in our county in 2022:

1、 Review object and scope

On-the-job professional and technical personnel engaged in product R&D design and production process management in the green household industry enterprises (chair industry, bamboo and wood furniture, supply chain supporting facilities, etc.) in our county.

2、 Declaration conditions

Applicants should abide by the national constitution, laws and regulations, be committed to the household manufacturing industry, have good professional ethics and professionalism, love their own work, perform their duties, and achieve remarkable results, and actively serve the development of "Anji Smart Manufacturing" in the household industry. And meet one of the following conditions:

（1） With a college degree or above in this major or a similar major, after obtaining the qualification for the post of assistant engineer, the person who has actually employed the post of assistant engineer for more than 4 years can apply for engineer review;

（2） After obtaining the professional qualification or professional skill level of professional technicians in the household industry and having been engaged in technical skills for more than 3 years, they can apply to the engineer for review;

（3） If they do not have the required education background and qualifications, they can apply to the engineer for review if they score 60 points or above according to the quantitative scoring standard attached to this condition;

（4） If the applicant has obtained one of the following conditions, the qualification of the engineer can be directly confirmed after the review and confirmation of the middle evaluation committee, and the approval form for the qualification of the recommended engineer shall be uploaded (landmark performance):

1. The top six winners of the National Science and Technology Award and the Provincial Science and Technology Award related to the household industry;

2. Won the national and provincial patent gold award and excellent award (ranking top five), and the national, provincial and municipal outstanding inventor;

3. Winners of international design awards (German "Red Dot Award", "IF Award", and American "IDEA Award"), China Red Star Award, China Good Design Award, and Red Cotton China Design Award. Those who have won the gold medal of the professional team of the "Anji Chair Industry Cup" International Seat Design Grand Prix (only the top 5 winners in the name of the group);

4. Main drafters of national (industrial), provincial (group) and technical standards of the household industry (top 3);

5. Engaged in the professional and technical work with outstanding performance. The amount of individual income tax paid for two consecutive years is more than five times the amount of national individual income tax exemption in that year.

3、 Declaration procedures and methods

（1） Individual declaration. Applicants log in to the Zhejiang professional and technical post qualification application and evaluation management service platform for personal application, (website: https://zcps.rlsbt.zj.gov.cn ) 。 Deadline for individual online declaration:

October 21, 2022;

（2） Unit review. The applicant's unit is responsible for reviewing the applicant's performance file information and professional title application information, and for the authenticity, accuracy and completeness of the materials submitted for review. The deadline for unit recommendation: November 3, 2022;

（3） Qualification review. The Office of the Central Committee of the Independent Evaluation Committee of the Household Industry undertook the work of the Central Committee of the Evaluation Committee and carried out the qualification examination of the applicants.

（4） Review by the jury.

1. Interview. The professional review team of the intermediate position review committee of Anji County household industry conducted an interview on the comprehensive quality and professional technical level of the applicants, and the interview result accounted for 50% of the total score;

2. Comprehensive review. The professional review team will conduct material review and scoring according to the quantitative evaluation and scoring criteria, and the quantitative scoring accounts for 50% of the total score;

3. Voting. The annual executive evaluation committee will vote on the applicants after the evaluation according to the quantitative total score.

（5） Requirements for application materials

1. The materials submitted for review and scanned shall be true and standard. The materials must be uploaded in PDF format, and the scanned copy must be complete and clear. The copies must be checked by the personnel department of the unit where they are located, signed with the words "checked without error", signed by the verifier, marked with the verification time, and sealed with the official seal of the unit before scanning and uploading.

2. Time and place of material submission. The professional title application is paperless. After the individual application is approved, download the Professional and Technical Position Qualification Review Form with the watermark of "Zhejiang Professional and Technical Position Qualification Application and Review Management Platform" (intermediate in duplicate) and submit it to the Secretariat Office of Zhejiang Chair Industry Association (address: Room 201, Incubator Building, Anji Science and Technology Innovation Park, Tel: 0572-5313021; 18768353956; 15067210031).

（6） Qualification confirmation. After the review, the Office of the Central Evaluation Committee will publicize the review results. The evaluation results after publicity will be published by Huzhou Human Resources and Social Security Bureau.

4、 Other matters

（1） Continuing education. Professional and technical personnel shall participate in continuing education for no less than 90 class hours every year, including no less than 60 class hours for professional subjects, and no less than 18 class hours for industrial and general public needs subjects. To apply for intermediate education, it is necessary to provide the certificate of continuous education hours for nearly 4 years. The study of professional courses is organized by industry enterprises; For the study of common subjects, you can log in to Huzhou Human Resources Education and Training Network.

（2） Education certificate. Applicants who have obtained domestic college degree or above after 2001 must provide the Electronic Registration Record Form of Academic Certificate of the Ministry of Education or the Certificate Certification Report of Chinese Higher Education); To obtain foreign academic qualifications and degrees, the Certificate of Foreign Academic Degrees and Degrees certified by the Study Abroad Service Center of the Ministry of Education must be provided; To obtain academic qualifications and degrees in Hong Kong, Macao and Taiwan, you must provide the Certificate of Hong Kong, Macao and Taiwan Academic Degrees and Degrees certified by the Study Abroad Service Center of the Ministry of Education.

（3） Annual assessment. The applicant shall be assessed as "qualified" or above in the annual assessment, and provide three-year assessment materials.

（4） Declaration discipline. According to the Rules for the Implementation of Professional and Technical Qualification Review in Zhejiang Province (for Trial Implementation) (Zhe Ren Zu [2006] No. 351), the application materials of the applicants who commit fraud in the application process shall be returned, and the applicants shall not apply for higher professional and technical titles within 3 years from the next year of the review
